Why only generals as Governor of Sikh State Punjab

mann1simranjitChandigarh, Punjab: The Centre should discontinue its practice of naming only retired Army generals or retired police chiefs as Governor of Punjab, says Simranjit Singh Mann, President of the Shiromani Akali Dal (Amritsar). Since the present incumbent, Gen SF Rodriguez (retd), has completed his conventional five-year term in office, Mann wants that he should be immediately replaced and Punjab should be spared the agony of another Governor from the forces. He was talking to The Tribune here today.

He alleged that the Governor hardly visited Punjab. His visits to different parts of the state could be counted on fingertips, Mann said.

Besides enjoying Constitutional sanctity, the gubernatorial positions should go to eminent personalities with spotless credentials. Unfortunately, the developments during the past couple of years, including allegations and counter-allegations, have not only lowered the prestige of this top post in the state administration but have also left serious questions unanswered.

“Punjab has a long history of having retired Army chiefs or retired bureaucrats, including police officers, as its Governor. The experiment has been far from successful. No other state had so many Army generals as Governor than what Punjab had in the past 25 years.

“If a retired General is made the Governor and he fails to reach the venue of a sacred function like Republic Day Parade in time, there could not be a bigger disgrace to the nation than this. It was unfortunate that the then Chief Secretary, Ramesh Inder Singh, took control of the situation and unfurled the National Flag as scheduled to avoid any national embarrassment. In my opinion, the Governor should have been sacked on that day itself,” adds Mann.

Former MP and head of a state-level political party, Mann wants that the Prime Minister, who has been declaring at all public forums to fight and end corruption in the civil governance, should order an inquiry by the CBI into allegations made against the Punjab Governor by none other than the Congress, his own party.

He said Punjab should not be singled out so far as appointing Governors from the armed forces or civil services was concerned. Punjab had three Army generals — General Malhotra, General Chhibber and General Jacob — before General Rodriguez as Governor besides Surinder Nath, a retired police officer.

Mann says it will be in the interest of the state and the nation that all allegations made against a Constitutional head by the ruling party and others should be thoroughly probed in the interest of transparency and fair play in the civil administration.

He hoped that an eminent statesman with flawless record would be made the next Governor of Punjab so that he or she can give the state administration a correct, democratic and progressive direction.

  3. Punjab can have a good politician or a retired general or civil servant as its governor. But Chandigarh should be spared the politics of the state of Punjab. One way to do this is to have a separate Administrator for Chandigarh either in the form of a politician or a senior civil servant.

    Respected S.Balbir Singh ji, Sat Sri Akal, I have read the Words of Wisdom expressed you.Please listen me first and last that i have no interest or motive to achieve from any one and i have no limitations and nothing to get any thing from any one. I am not a primary member of any political party. Please mind your words , language and controll your ego. You are not the only contractor of Sikhs and to dictate others.I have given my comments and any other person has right to give his/her comments on issues at any forum.Behave like a gentleman, give your views and you have no right to attack any one personaly. If he is same Jagjit Singh Mukandpuri from District Ludhiana, to whom I personally identify, then, he deserves no comment from anyone about his limitations of expressing independently in such matters. Now, though tactically, he seems to have in search of some ‘Militant faced Taksali-trustworthy Sikhs’ to oppose the Akalis and may try to divide the Sikhs living abroad for his own compulsions. He may be a small fly of some individual personality.

    Here the issue under discussion is serious and big one i.e. the appointment of Governor of Sikh State Punjab who is always the Indian constitutional agent of the government of India, not a small fly of any individual.

    In case ‘the Governors have no control over Governments of states. They read the policies of state and Center on specific days prepared by the concerned Government or the policies of the centre, as the case may be’, then, as to how all the serious allegations were made openly against the Constitutional heads like Surinder Nath, General Rodriguez etc as Governors?

    Mukandpuri must play his religious and the patriotic card politically without exposing himself so openly. The people commenting and not the beneficiaries of the dirty politics like me exceptionally, are not less patriots than him but, were playing non-party politics in the larger interest of Sikhs, not with an idea to harm Sikhs and or non-Sikhs in any manner.     According constitution of India, the Governors of states of India and even President of India are the only constitutional heads of states and India respectivly. They have no controll over Govt. of states and Centre. They read the policies of state and Center on specific days prepared by the concerned Govts. It does not matter from which field they come. It is just like a reward to the faithfull people of various political parties and Govt. of India.

    Punjab’s long history of having retired Army chiefs or retired bureaucrats, including police officers, as its Governor conveys a clear cut message worldwide that such States are, always considered disturbed States in India and, secretly and directly ruled through the Indian constitutional agents ruthlessly and fraudulently in the unitary system constitutionally.

    Except a few among the top leadership, generally, the Akalis were always seen suspiciously. The projected opponents of Akalis, named as hardliners or the militants are opposing, weakening them (Akalis) and terrorizing common Sikhs openly at the instance of the Indian central agencies otherwise, they are useless.

    The Akalis when come in power waste most of their time proving them patriots in order to remove the suspicion, sidelining and ignoring the problems of Sikhs.

    The appointments of governors in the manner are nothing, but a part of the inhuman national policy or strategy, remained in action and experienced so.

    The opposition to the appointments of such Governors by persons like Simranjit Singh Mann, President of the Shiromani Akali Dal (Amritsar) etc is routine and customary or at the behest of their masters, for the reasons best known to them, being tutored and remotely controlled for the purpose, to keep them in the limelight alleging them as Sikh hard liners, to the disadvantage of Sikhs and for the advantage of anti-Sikh forces.
