* Contradictions and Inconsistencies between various reports?

* Lack of transparency and disclosure. Problems with quality of content?
 
For instance: 
USCIRF India report not only fails to stand up for the very cause it is suppose to champion namely “Freedom of worship without fear” but also lends voice to those who want to curtail it. USCIRF 2009 India report’s description of “Sri Amarnath Shrine land for temporary shelter controversy” makes no mention of continuous terror attack on Hindu pilgrims and pilgrim shelter, regular massacres of pilgrims and necessity of providing safe, secure shelter and fear-free pilgrimage. On the contrary, it lends voice to myopic view and fictitious claims of those who want to curtail “Freedom of Worship”. Is this in compliance with IRFA 1998?</description>

As to how the unitary form of the Indian system under the central agencies acts, now, is an open sectret?
Let it be the case of Sikhs massacre, the destruction of the Babri Mosque in Ayodhya, Muslim killings in Gujarat etc always in order to have the polical mileage or to project the politicians as puppets as was case of Congress 1984, after Sikhs massacre , BJP after the destruction of the Babri Mosque,  the rise of Modi after Muslims Killings in Gujarat and so on, all, it happened with the help of the State machinary i.e the Indian central agencies .

 P. V. Narasimha Rao emerged the Bharatiya Janata Party as an alternative to the Indian National Congress
Pamulaparthi Venkata Narasimha Rao, who was commonly known as P. V. Narasimha Rao, served as the 12th Prime Minister of the Republic of India.  
He was also commonly referred to as the Chanakya of modern India for his ability to steer tough economic and political legislation through the parliament at a time when he headed a minority government. 
His years as Prime Minister also saw the emergence of the Bharatiya Janata Party, a major right-wing party, as an alternative to the Indian National Congress which had been governing India for most of its post-independence history. 
Chanakya: Pamulaparthi Venkata Narasimha Rao (P. V. Narasimha Rao) emerged the Bharatiya Janata Party, a major right-wing party, as an alternative to the Indian National Congress. Rao&#039;s term also saw the destruction of the Babri Mosque in Ayodhya which triggered one of the worst Hindu-Muslim riots in the country since its independence.
Can any CM in India order probe or do justice against the wishes of “some powers” the central agencies?
